Park Manager Training Program (PMTP) in California: What You Need to Do Before May 1, 2026

California’s Park Manager Training Program (PMTP) is here—and if you operate a mobilehome park or recreational vehicle park, now is the time to prepare.

HCD requires parks (unless exempt) to ensure at least one park manager completes the required PMTP training and exam by May 1, 2026. If you recently hired a new manager, HCD’s rules also include timing requirements tied to the hire date. Bottom line: don’t wait until the deadline is close—parks are already planning ahead.

What is PMTP?

PMTP is an HCD program that requires park managers to complete initial training and pass an examination, then complete ongoing training on a regular schedule. After completion, HCD issues a Certificate of Compliance (or Certificate of Exemption if applicable), and it must be posted in a conspicuous location in the park.

  • Complete initial training (HCD outlines the number of hours required)

  • Pass the PMTP examination

  • Ensure your park has the required certificate issued and properly posted

  • Keep up with ongoing training requirements moving forward

HCD also references an annual Certificate of Compliance or Exemption Issuance fee, assessed at the time permit-to-operate fees are collected.
